    how does saito judge who to use aku soku zan on?

    Aku Zoku Zan isnt a technique, rather a motto, or perhaps a way of life. But, Saitou held fast to the ways of the Samurai like Kondo Isami and Hijikata Toshizou. so, im sure he delt with each case by exaimening it with Bushido, or the way of the warrior.
