no battoujutsu is not god speed. Battoujutsu also known as Iaijutsu is a rapid art based around gaining speed from the act of unsheathing the sword, but its far from being "god speed". Iai is an extremely fast art, but Kenshin's Battoujutsu is fictional. Strictly speaking, Battou/Iai is a defensive art, most kata starting from sitting in seiza to defend an attackers blade. However, Battou itself may lean towards being an offensive art, but Iai is strictly a Defensive art.

battoujutsu itself is often times set in its own art which may present itself as being different from Iai. so perhaps, like Kenshins Hiten Mitsurugi Ryu, its a charging offensive art unlike the defensive sitting positions of Iaijutsu. But no matter the state of attacking or defending, iai/battou is far from God speed.
