Revenge Arc in anime?

Does anyone think that maybe they were planning to put the Revenge Arc from the manga into the anime? I think that maybe they were but decided to do all those crappy Tales of the Meiji episodes first so that they could bring back the more light hearted Kenshin before putting another dramatic story after the Kyoto Arc but couldn't do it because ratings turned to crap and the show got canceled. What do ya'll think about it?

 

no, they didnt animate the Jinchuu Arc becase supposedly the people who were animating "Rurouni Kenshin: Meiji Kenkaku Romantan" were making the episodes faster than Watsuki-Sensei was creating the manga. so, therefore, they were only able to create episodes that followed the storyline up until the Kyoto arc. after that they began making filler episodes and ended up with an almost totally different story. as for animating the Jinchuu Arc, its highly doubtful, they did have flashbacks in the Seishouhen OVA, but other than that its only a manga thing.
