RPG Requests RPG Request: Post-Apocalypse Now

    Well, I haven't appeared in this forum since both it and myself underwent some serious restructuring, so I hope my form in this request is proper. Please forgive me if I screw up somewhere.

    I've had the Fallout games on the brain for a little while, and I got to thinking it might be an interesting RPG hereabouts. Then I saw an article in the newspaper and got an idea.
    Here's the plot I have in mind:

    Background
    Sixty years from now, most of the world has run out of oil. The USA was the first country to run out, having ignored warnings from geologists and environmentalists and resource people and all that and not seeking an alternative power source. As a result, they went to war with various countries in search of oil. Since the nation was in dire straits, it was not very successful.
    Then a new oil reserve was discovered far in Canada's norther territories. All the other countries coveted this resource and tried to negotiate for its possession. The Canadians, being crafty little bastards, refused to give it up. Former allies China, Japan, America and Britain declared war on Canada to try and take possession of this reserve. However, recession, depression and lack of resources had ravaged each of these countries, so war was more or less useless.
    Finally, it came down to one solution: China decided that if it could not have the oil, no one could. They decided to deploy their latest weapon technology to set fire to all of Canada's oil. The other nations begged the Chinese to reconsider, but their government was adamant in its decision. The Canadian oil fields were destroyed.
    The Canadians were not about to take this lying down, and they immediately launched a counter-attack, sending wave after wave of troops to China in an effort to get revenge.
    The other nations had grown weary of war and had just signed truces with Canada when China attacked. They were dragged back into conflict. America and Britain sided with Canada, and Japan with China. The war raged on.
    Eventually, the unthinkable happened. The Japanese had developed what the most powerful nuclear weapon ever, and they threatened to drop it on Canadian capital Ottawa if they did not surrender. At the same time, the Americans had set up a new defense system that would disrupt the targetting systems on enemy missiles and send them where America and its allies would not be harmed. With this defense on their side, Canada told Japan to do its worst.
    The Japanese launched their weapon. The Americans activated theirs. The bomb should have plunged deep into the ocean and never even went off. Instead, it changed direction in mid-flight and landed on Washington DC. This triggered another defense system and launched all of America's remaining nuclear bombs.

    The resulting devastation changed the face of the world. Ninety percent of the world's population was wiped out. Mountains were leveled, lakes evapourated, and the entire landscape was generally torn asunder. For years, the people of Earth hid in giant underground shelters called Vaults, unable to return to the surface because of all the radiation.
    Ages passed. The Vaults gradually lost contact with each other.

    Over two hundred years passed before people could venture forth again. The Vaults salvaged their underground lairs to form cities topside. Loose associations of these cities began to form some semblance of nations, but others still remained as independant city-states. Trade began to re-emerge between cities.
    Still, only the very brave would leave the safety of their cities, for mutated (or maybe even evolved) versions of old-world life roamed the land. Also, some humans had rejected the cities and taken to "primative" lives in the wilderness, and they tended to attack travellers who entered their territory. Others still became bandits, terrorizing caravans and travellers, since there was no means of protecting the new trade routes.
    A new race, calling itself the Numans, also appeared, and frequently came into conflict with the humans over land, resources, and access to abandoned Vaults.
    And then there were the Ghouls, those whose Vaults had failed to entirely shield the inhabitants from radiation, causing mutation (the Ghouls have no skin, look more or less dead, and are seemingly immortal). Most of the Ghouls were content to live in peace with others, but human paranoia and prejudice inevitably brought the groups into conflict. A group of militant Ghouls fled humanity to build its own society elsewhere.

    The World Today
    In the current setting, most of the technology before the War has been destroyed or lost during the Vault period. Now and then someone will discover the ruins of a factory or a deposit of old weapons or something like that, but these instances are not very common (since most people are afraid to leave the cities).
    The cities themselves are defended by a few remaining pre-War weapons turrets salvaged from the Vaults. These keep raiders, monsters and Numans at bay.
    Small tribes of humans live in the wastelands more or less peacefully, but they viciously attack anyone who threatens their land or way of life.
    The Numans exist in much the same way. They are an odd mutation of human and cat, and lack the little technology the humans still possess. They live in small tribes or clans. The only difference between them and the tribal human is that they hate humans immensely.
    Ghouls coexist in some communities with humans (and are in some even respected as elders and keepers of old-world knowledge). In others still they are second-class citizens at best. There are a few Ghoul-only communities, and there is a fabled Ghoul nation somewhere in what once was America, but no one knows where it is.
    Bandits attack people whenever they can and take their stuff, mostly preying upon caravans and merchant travellers.
    There are two main "nations" in what was once North America (though all that really remains of the land is America and southern Canada): The New States of America (NSA) and the Toronto Confederation (TC). The two nations have little communication, and are known enemies.
    There are two other noteworthy organizations: The Royal Mounted Army and the Knights of the Grand Cross. The RMA are a military organization that tries (albeit unsuccessfully) to protect travellers and encourage trade. They are viewed as heroes by most, and they are a name trusted everywhere. The Knights are a strange order with a presence in many cities throughout the land. They claim to be dedicated to sharing the secrets of the pre-War world with all, but many are suspicious of their motives since they themselves are so secretive. The Knights claim to be particularly concerned with uncovering lost knowledge and philosophy for the betterment of the world at large. Most of their members carry pre-War weaponry or some other kind of advanced technology, but no one knows where they got it, furthering suspicions of their true intentions.
    One particular city worth noting is New Windsor. This city was built by a man from the one of the northern Vaults shortly after humans returned to the surface (this man is now known as the Founder). The Founder left, supposedly, because he thought he knew the location of the DCVault, which legendarily held all of America's knowledge and technology from the time immediately following the War. He collected many followers as he journeyed, but eventually they got tired of travelling and settled down on the site of an old-world city known as Windsor. The Founder continued his search and was never heard from again. New Windsor is just south of the TC border, and is not anywhere near the NSA.

    Finally, The Plot of the game
    The player characters are citizens of New Windsor. Recently, a merchant reached town, escorted by RMA soldiers, barely alive. He lost his guards and his cargo in a Numan attack. After he made a close recovery in the local hospital, he claimed that in his possessions he had the remains of the Founder, which he hoped to bring to New Windsor. He also said that he had the Founder's map to DCVault, but it had been taken by the Numans who had attacked him. Most believed him to be crazy after nearly dying in the wastelands, but a few saw truth in his ramblings.
    These few become the main characters of the story.
    Along the way, they will meet a host of characters from the RMA, the two nations, the tribes and the Numans. They will have to forge alliances with each group in order to succeed, and may eventually get dragged into way more than the treasure hunt they bargained for.

    Anyway, if there's any essential details I missed, let me know! Please consider my concept thoughtfully!

    I'm taking note of this idea, and will consider it in the morning, when I am better suited to make a decision.

    Dear Novus-

    Either one of your RPG Ideas (MXE and Apocalypse) will be accepted by either Arcueid or myself, so please tell us which you would like to GM better. We've decided to leave the decision up to you, since you will be the gamemaster of whichever you choose.

    You are too kind. I mean that. Too kind. In excess of kindness.
    Now, however, I am faced with a very, very, very difficult decision. Either of my ideas, I believe, would create an interesting, entertaining and otherwise enjoyable game.
    Careful consideration of the pros and cons of each side, however, has led me to the decision that Post-Apocalypse Now is the better of the two ideas. As much as MXE would have been a lot of fun, I feel that I am better suited to running a serious game as opposed to a comedy.
    Not to say that PAN will lack humour. The Fallout series always carried a strong backbone of comic relief, and I plan to do the same.
    I thank you for even considering my ideas, and even more for adopting one!

    I do hate to have to ask, because I know all the moderators of this forum no doubt have their hands full as it is, but when can we expect this game to start?
    Take your time; I mean not to rush anything. I would just like to know, for my own interest.

    Okay, seriously, it's been like a month ... is this game starting or not?
    I just want to know, because if it is, I have to flesh out story and stuff. If not, well, it was a fun dream.
