well lets make a break down of the two fighters.

    Name: Shinomori Aoshi.
Leader of the Oniwabanshuu who were the Edo Castle Gaurd during the Bakumatsu. From the age of 15 he had command. His skill in Kempo and his mastery of the Kodachi Nittou Style make him extremely fast and quite powerful. His past is rather hazy and its not certain where he comes from although it is known that he was given the title of Okashira because of his skill at the young age of 15. His group, the Oniwabanshuu is fiercly loyal and even at the turn of the Bakumatsu refused to abandon their leader. He has four followers, Beshimi, Hyottoko, Hannya and Shikijou.
    Weapon: The Kodachi
The Kodachi is a special sword as it doesnt quite fit under the title of a daitou (long sword) nor does it fit the shotou (short sword). Typically refered to as a Chisagatana or Tsubagatana its generally considered to be a sword of slightly under 2 shaku (shaku is 11.93 inches, typically considered a foot). Because of its shorter length its very light and therefore is very fast. Typically, its an older style of sword, generally from the Koto period and since there was no ban or limit on the size of sword one could carry people who would be travelling the Tokaido or Nakasendo would carry such a blade because it was lighter and would be easier to carry on a long trip.
    Style: Kodachi Nittou Ryuu
Based around the ideals of Kempo and twin Kodachi is primarily an offensive style based around various cutting moves and speed from kempo. Originally he began using only a single Kodachi, but after his defeat at the hands of Himura Kenshin he dissappeard and mastered the Kodachi Nittou Ryuu. He carries both Kodachi encased in a single sheath. One Kodachi has a normal tsuka (handle) and a square tsuba (handgaurd), while the other is matched to the scabbard so that it appears that its simply a long sword. His use of the Twin Kodachi is proof of his sucession of the previous Okashira.

    Onmiyo Hasshi
this is a thrown sword technique similar to the Hi Ryuu Sen, Except the user pushes the aikuchi kodachi (tsubaless short sword) into the first kodachi. that way if the first kodachi is countered there is still the second one.

    Onmyo Kousa
after the lead Kodachi connects with the opponent/object the second kodachi hits the mune (the spine of the blade) and puts pressure on it to do further damage.

    Goku Juu Ji
this move is like a pair of siccors. holding both kodachi's forward in an X shape edges out the user swings them away from eachother in a siccor like effect.

    Ougi Kaiten Kenbu Roku Ren
This is the ougi of the Oniwabanshuu Kodachi Nitou Ryuu. reversing the hold on the swords so that both blades are facing backwards the user starts in and leads with either the left or right hand after that 5 more slashes follow in close sucession.

Overall his use of Kempo added with the swiftness of the Kodachi make him an extremely capable fighter in most ever terrain.

    Name: Saitou Hajime
Captain of the Third Unit of the Shinsengumi. A master of a style known as Mizuguchiha Ittou Ryuu. He is somewhat fictionalized in Rurouni Kenshin but a lot of it is true. His birth is unknown but its thought that he was from Aizu. Eitherway he was accepted into the Shinsengumi under the name Yamaguchi Jirou, where he served as Hijikata's assistant. He would later be named the captain of the third company. His favorite technique was a powerful left handed thrust although not the Gatotsu. He was hailed as one of the 3 most powerful swordsmen of the Shinsengumi and is often considered as THE best. (the other two were Okita Souji and Nagakura Shimpachi). He was the one who preformed all the internal assassinations such as Takeda Kanryuusai and Itou Kashitarou. Saitou was a married man after the coming of the Meiji Era. His wife, Takagi Tokio, was the daughter of an important Aizu official. They were married in 1873 and their first child, Tsutomu, was born in 1876. He changed his name after the change of power and began teaching kendo at a university, however with the Seinen War he changed his name of Fujita Gorou and began as one of the Kenkaku Keikantai. After this he became a spy for Kawaji Toshiyoshi. From this he became a security gaurd at an Tokyo museam and finally died September 27th, 1915 at the age of 72.
    Weapon: Nihontou (daitou) length unknown.
Style: Mizuguchiha Ittou Ryuu. although the manga simple has him using Gatotsu.
    Gatotsu
Saitous special technique. dirived from the shinsengumi specialty Hirazuki. Actually the Gatotsu is a made up by Watsuki Nobuhiro. but Saitous actual technique which was considered to be more powerful that Okitas 3 step pierce was his left handed forward thrust. as said earlier, a left handed thrust with extreme power.

    Taikuu no Gatotsu
an anti air version of the Gatotsu.

    Gatotsu Zero Shiki
the zero stance of the Gatotsu style. Done at point blank range with all the power he can sustain.

Overall his style make him best on indoor fights because he needs only to be able to stab forward and therefore isnt limited by ceilings and walls. However his stab its extremely powerful and should not by any means be considered weak.

Between the both of them, i would choose Saitou because of his experience and his overall power.
