sorry, i don't come on here much. The pic is of Tomo from Azumanga Daioh. I started a thread of it myself. It's a cool anime about the lives of these schoolgirls and tomo is a totally over the top crazy character. I can compare her perhaps to excel, or usagi. (quite loud, violent, competative, and doesn't try at school) very cool character.
