Kicking this topic to Art/Design, where it seems to belong, rather than the techies section. Hopefully, someone in here can fill your answer...

I've seen collaborative works of Photoshop, Bryce, and some other render program. I only use photoshop myself, and am happy with it. It just takes a while to get used to, and a bit longer to learn your own tricks.

Meh. Photoshop is hard to use and can't basically export any images (copy to clipboard). There's only one thing I've found that photoshop has and paint shop pro doesn't...and that's to copy a ellipse or circle without scrambling the contents.

To make a wallpaper, first you decide how big you want it. Some popular sizes are:

    800 by 600 pixels
    1024 by 768 pixels
    1280 by 1024 pixels

My laptop's screen is set to 1280 by 1024 so if I want a fullsized wallpaper I'd pick that. But for starters I'd say start with something smaller. Now, using an image-editing program, make a new file set to whatever size you want, open up all the anime pics you want, and decide how you want to arrange the pics onto the wallpaper.

Here's the part where you need some skills: copy each pic and paste it onto a new Layer upon the wallpaper file. Try experimenting with selecting different parts of one pic (for example, you have a pic of a character at a beach, but you just want the body), copying it, then pasting it onto the wallpaper. Set Anti-Aliasing on and set Feathering to 1 or 2 for your selection tool, so you don't get a jagged edge on your selection.

You don't have to completely fill up the wallpaper with pics. In fact, recently I've started experimenting with having a blank area on the far left side of the wallpaper (since my desktop icons would go there). Also, you might want to color the bottom Layer either quite dark or quite light, so you can easily see your icons there later on. Don't flatten the layers yet; save the image as a PSD or PSP file, then flatten the layers, and save it as a separate JPG or BMP file. That way, if you ever decide that some parts of wallpaper don't look right, you can always go back to the original, unflattened version and fiddle with the layers.

If you decide to share your creation with anyone, make sure you put some kind of disclaimer (lil line of text on the side) to let people know that you don't own the rights to the pics. Or you can just put "Wallpaper by" and your name/username; that let's people know that you put the pics together into a wallpaper, but that you didn't actually draw the pics. You don't own the wallpaper itself since the pics in it aren't yours. Or if you host the wallpapers on a site, write a disclaimer there saying stuff like "I put these wallpapers together for everyone to enjoy, blah blah blah" but NOT something like "These are MINE and I OWN them!"

And if you're just completely lost about anything I said, just let me know and I'll go over everything step by step (like with the Layers and stuff).

You don't actually need to flatten the layers when converting it from .psd to .jpeg or any other image media. You can if you want, but you don't have to. Taking out an image varies from person to person, I prefer using Extract. But like I said, it varies. Some people think channels are better, and I'd agree, but I've been using the extract method for far longer. Maybe if I get the inkling to learn more about channels, then I'll do it.
