HTML and Scripting More Help: News Block

Okay for the site I am working on I was hoping to do a news block.

Pretty much a block where you put the news. heh

I have seen some so I guess I was wondering is it done in a special way? Or not?

I want it to be an "easy" up load. So I can also have Past news. I think Users site has it.

ALSO. I would like to make a comments section pretty much on the news and also other features. Not a guest book. I have seen some where you go else where but that sucks. I want it on the page that I use. And others could view.
