Check the filename of the intelligent updater. Based on its format, you can tell:

yyyy = the year of the release
mm = the month of the release
dd = the day of the release
vvv = the version number of the file

    32-bit Windows Single File
    yyyymmdd-vvv-i32.exe

32-bit Windows Multiple Files (Floppy Version)
    yyyymmdd-vvv-i321.exe
    yyyymmdd-vvv-i322.zip
    yyyymmdd-vvv-i323.zip

    16-bit Windows Single File
    mmddi16.exe

16-bit Windows Multiple Files (Floppy Version)
    mmddi161.exe
    mmddi162.zip
    mmddi163.zip

    Administrative Updater
    yyyymmdd-vvv-x86.exe

The update file is the intelligent updater, meaning the version you would be "running" would be the update file you're executing.

Heh, SaberJ2X was making a joke there. You shouldn't need to update the updater.

If I were to wager a guess, I would say your LiveUpdate subscription on NAV 2003 has run out, and that's the difficulty you're having with updating.

Norton began this enforcement about a year or so ago. If you want to continue to use their product you have to pay them a fee which in turn updates your software allowing their continued support.

It wasn't a joke, in some cases some updates WON'T install because the updater is not up to a certian version.

but yeah, what BMS told you, makes absolutely sense, but since I'm guessing cause you did'nt describe the whole problem... well ^^;;.
