Well as Nick pointed out to me, you can access the site with Netscape. I
tried it, works fine.
You just copy and paste the URL in as a location :
ftp://tomita:membersonly at ftp.isaotomita.net/pub/tomita/

The username, tomita, and password, membersonly, are already in the URL
name as you see so there is no login needed. Netscape takes you directly
to the page where the files are.

That was the problem here, too. IE was unable to get in even with the username and password entered manually. Netscape worked fine.
