Computers tempremental processor

    my friend was fiddling around with his pc trying to increase his processor speed (his WAS 1.6GHz). after installing the hardware we both found out that his PS was 1.24GHz, and even after he took out the card we found that the pc was reading still a 1.24. Does anyone know y this is happening? Plus now his pc is saying theres not enough virtual memory, which lags him up at times.
    is it some virus?

    well... we need to know the processor brand,
    you can go to...
    START > RUN, and then type DXDIAG
    or if not, go to the bios and mess up with advanced system settings
