RPG Requests Tournament of Power request

I would like to start a sort of mortal combat rpg. I'll try to explain it as well as I can.
Every two years, there is a tournament held. The location varries. This year it's in New York.
Fourteen fighters are allowed to take part in the fights. The last remaining of those fighters will go on to fight the previouse tournament's winner. There is a $5,000 for the winner as well as a guarenteed spot to fight in the next tournament.
The fourteen fighters MUST be human! No demons or phycics or vampires or any of that such. And no weapons are used.

Just a question, does magic count as a weapon?

 

Yes. Just normal people. The closet thing to magic allowed is your charater can be super strong or fast or such. But dont forget, they need a weakness as well.
