I think it'll be Ryoko. Out of all the girls, she has the most reasons to be with him. There are a lot of romantic scenes between them that the other girls don't have with him.
I agree with Anime lover ryoko shares more tender moments like at the end of the Tenchi Univers when tenchi says he carnt tell us about Ryoko's whereabouts and then she appears in front of him and u can tell by her eyes she shares a feeling sooooooo deep it carnt be penatreted with a dagger
I'd have to say Mihoshi is the most deserving. She might have the biggest head of air in the group, but I think she has the purest heart. She has no ill thoughts about anyone, and she has an adorable way of aggravating everyone by not paying attention. Besides that, didn't Tenchi's grandfather ask Mihoshi to be Tenchi's wife in the OAV, correct me if I'm wrong...
