    Using that aside, if the worry was simply that you'd be unable to take action against someone who is causing problems, it's quite unfounded. Using a forum as an example, there are innumerable ways to stop someone from coming if they're causing problems (and you'd probably have to use all of them to stop me if you wanted to :p)

    Username banning, IP banning, even host banning, all of these are various tools we are capable of using in our defence, and, with the ability to view IP addresses, we can always contact the problematic user's ISP about it. More than once I've seen someone come back for one last post to b**** about how his internet got disconnected and he was posting from an internet cafe. I've even participated in making it happen once. :D

    Now, if we didn't have these tools, I could understand this or a similar law. But the fact of the matter is there are many ways to deal with personal problems, and this law, besides being impossible to enforce, is quite unnecessary.
