    Let's see...My favorite non-English speaking bands...

    Rammstein (German heavy metal)
    Noir Desir (French pop/rock)
    Tarkan (Turkish electronica)
    Judy and Mary (Japanese pop/punk)
Enigma (Spanish dance/electronica, technically. The founder is from Spain but he brings in all kinds of artists to perform in just about every language under the sun)

Pretty good bunch there, if I may say so. ;)

Well, Carlos Santana's Mexican, so SANTANA!!!!!!

Anyway, I'm sure someone around here'll say this sooner or later, but I beat them all, so The Pillows.
I also recommend Die Artze (I probably spelled that wrong, but they're a German punk-ish band).
Weiss Kreuz is sort of rock, and kind of weird, so I recommend them (the band, not the anime, although in some regards the two are nearly interchangable).
Nanase Aikawa is very fun, as is The Yellow Monkey.

Most of my Spanish stuff is more pop-ish, although Franco DeVita is sort of soft-rock at times.

I see no one has mentioned TaTu... true, it's not really rock, but it's foreign! I also agree that Santana is friggin awesome. 'Specially "Smooth".

Oh, and Rammstein is great, too. Another good German band: Die Toten Hosen. I really like "Zehn Kleiner Jaegermeister".

    foreign metal ?
hum, let's say : rhapsody, italian band and also luca turilli's albums, these are great !

something "harder" still from italy : cadaveria

something less "violent" : noir desir, french band... not the last album, you'd better take 666.667 club, my favourite.

    some ska-punk : ska-p is fun
better : les betteraves, french band

    that's all for now ;)
