    Hmm.. I guess this one's kinda difficult... I'll hand out 2 clues

    This character is Male. He's dressed as a woman as part of a hair-brained scheme.

    This character is one of the supporting characters of a 2002 anime. (Meaning he's in the anime from the beginning and pretty well every episode)

    nah not Strawberry Eggs that has a Love Hina type animation to it. this person seems to be like the type of animation 'Tenshi na Konamaiki' is...probably from the same artists. it has the same weird story...but I guess your character is year older. (2002)
