No, he isn't from the Winx club. The series he is from is an original anime, though (not based on a manga or novel or anything like that).

This picture is from the fifth episode in the series. This character does show up in earlier episodes, however. You just don't learn his name until the fifth episode.

omg, this piccie was posted almost four months ago. Does anyone have any idea who this little guy is? Not to sound like a heart-broken teeniebopper here, but I need some closure. I need to be able to move on.

Time for some hints (which I should have given quite a while ago, I realize).

The series is a magical girl series that started its Japanese television run in April of this year. The main characters of the series are a set of absolutely adorable twin sisters. There is no manga for this series; it is an original anime creation. The director for this series also created and/or directed shows like Pretear, Kaleido Star and Princess Tutu.
