    I'll give ya a clue: This villain (it's a guy,) is from a shoujo anime/manga that is rather new, only a few years old... and it was in Nakayoshi magaine. (shoujo manga mag)

    Well, since it was a guess, I had no way of knowing if I was right or not... I guess I'll take my turn now that someone can confirm my answer.

    Hint: Heavy use of Engrish apparently goes hand in hand with a horrible laugh. :D
