Okay, in reference to this, I'll bring up the subject of something called a "budget".

Firstly, they can't just "add ruffles" or add whatever. That takes time, like I posted. They'd have to be pretty sure it's reasonable to animate, seeing as in-betweeners have to get paid just like the key animators. You've also got to pay the design gurus extra to flush out extra outfits. Then pay for the extra paints....extra inks....

The budget's of japanese anime aren't that big. The only ones that are, are the ones that are straight to video. Sailor Moon and Azumanga Daioh are exceptions that I can forsee because those costumes just had to be brought from manga to anime cels. Bebop, however, didn't have that kind of thing going for it.

Even if it *is* anime, as heralded as it is by us in this community, it's still a TV show. Large amounts of money aren't easily pulled in to fund something such as a cartoon.

Then there's time constraints. Deadlines. And you know how those are. Don't you? Trying to finish something with a limited amount of time? So why waste *time* doing development of NEW clothes, when they really have nothing to do with storylining?

As far as a change in color? Would you prefer the red...or the green? Fans preferred Red (or was it the other way around?). Meaning, they hated the change.

As far as Robotech not having a "cute" character? Bridge bunnies, yo. MINMEI yo. She was broadcasted in SPACE...SINGING...IN A TUTU.

Backgrounds. Yeah, any hack. Have you seen the backgrounds? Unless you're strictly stuck on "space opera", not much anime stays the same. Sure, you have your nearly customary shot of Tokyo Tower in almost every anime...but I'd say backgrounds are QUITE different, depending on which studio does the work.

Edit: Japanese comic strips are more places where a change of clothing is easier. Since most mangaka have a small team, with a small budget...and work mostly with black and whites. They also don't have to worry as much to make the whole of the clothing work in an animated setting...because.........manga isn't animated. Thus, there are more "clothing changes" in manga than there is anime. Meaning, them "going back to comic strips" is actually backwards.

Well actually, during an entire series...theres always ussually a character who changes clothes. Lemme show you a few Mr. Robotech
In Love Hina the constantly change clothes. And they even take they're clothes out.
In Sailor Moon they change clothes.
In Detective Conan they change clothes.
    In Trigun they change clothes.
In Witch Hunter Robin they change clothes.
    In Inuyasha they change clothes.
Most of these are in Adult Swim so you should know. Unless its like Digimon, where theyre stuck in a different world, unable to change wardrobe....they change clothes.
Do you know how expensive it is!? So before you say that theyre cheap and lazy, think! Thats why they publish Manga first...to build budget and reputation for they newcoming anime.

Finally someone said it thanks kd100. I am a noob but my opinion is that if the charachters changed outfits every time you would start complaining about that but to make it simple and not get off the subject my belief is they keep it simple for reasons of people watching it and thinking they will not pay attention to the outfits but the story.

People have different things to worry about than the wardrobe of each main character. When you watch an anime you should be worried about the story and conflicts surrounding the character rather than why does he wear the same outfit all the time. To me...I would just see it as a hassle. (hmm...for episode XX should we make this guy were a black coat instead of a silver vest? I mean it would look better when he DIES! So what do you say guys eh? eh?)

That's right Vicious. Think also in the background people while the main characters are speaking. Aren't they frozen very oftenly? Yes, they are. Because they focus in the most important part.

That's right. It'd be nice if they focused on all the episodes of a series, every frame and every person on the screen....but then someone would be asking for a raise. And thats not good for most people.
Beside's...main protagonist focus is what makes an anime an anime...i think.
What would anime be without its disctinctive flaws!? I love it how it's looking now. Im not about to start complaiing about how i want it. If I did, I'd go and produce my own anime series right now! But then again it drives a whole through your credit bank account/wallet/funding/patience. Thats where the raises for better focus on all characters come in.....

Flaws? I don't think of that as flaws. I'd call it 'caracteristics'. It makes anime special. There is people who like to focus in all, or almost all, details (me), but people of anime is different and I like it.
